According to Business Insider, any discussion is preliminary because it requires Congress to sign off on it. According to the Center on Budget and Policy Priorities, in 2018, the federal payroll tax generated $1.17 trillion. Low-income Americans pay more of their incomes in payroll taxes because it's a regressive tax.
